I heard from a friend who worked in France for couple of years that people there basically complain and oppose any change. They were supposed to stop sending people their payslips on paper and move to digital ones and people still were mad about it, for example. At this point they riot about everything and the government simply ignores them and waits for the protests to die out. Which they do most of the time. At the same time people in Spain staged couple of peaceful protests and forced the government to pass new housing laws and call early elections. Being good at rioting is not the same as being good at defending your rights.
Spain’s protests did include violence. A great deal of people fought off police and set up barricades to prevent that elderly woman from being evicted. The peaceful protests were also backed by the threat of escalation if nothing was done.
The paper payslips thing was also more than just about a payslip. The protests were about accountability - it’s easier to change a database about how much work you did later than it is to change a physical paper given to you months ago. That’s not a hypothetical, that’s something that happens and not just in France.

Well I am all for digitalization, but the problem with it is the digital copy is treated as the authority.
We have this in belgium where energy companies treat their internal (corrupt, literally fabricated records) as ground truth and you can’t do anything about it using the paper they send you.
When the Russian war started and oil & gas prices skyrocketed, Mega, a belgian energy cartel, lied to our faces and said that we used >99% of our energy from the moment prices skyrocketed to the end of the year. Complete lie, but their bullshit “database” was what they used to try to charge us almost 3500€ extra for the year. They said we took the equivalent of 1, 30 minute shower through the entire rest of the year. Their own monthly documents be damned.
Luckily, Belgium also has an independent company that handles all of the meters, Fluvius, that keeps their own records of water, gas, and electric meters (that they also allow you to locally access and pull data from the P1 port). We were able to get an official report that lowered our end of year bill to only 1200€ or so.
But for countries where there is no independent auditor, companies just lie, cheat, and steal their way to record profits, modifying, doctoring, and bullshitting digital records as “reality”.
My girlfriend got caught up in an illegal firing when she was on sick leave. There is a 3rd party company SDWorx that handles pay slips, but this is a software service, not a 3rd party auditor/government service.
She needed access to payslips and the software promises to keep 7 years of records (a lie). The company that fired her for being sick removed her access to the payslips and since they don’t come via mail or email, she didn’t have the ones she didn’t already download and she was refused her legal right to see them. They could now faslify the payslips all they wanted and re-upload them as official records.
THAT is what France was fighting against, what is literally being used as a corporate weapon in other countries.
