They’re the same picture. Why do you see the state and private corporations as entirely seperate entities? Who do you think is buying all that data if they can’t act on it? If it were not useful to them? Flock and Palantir are just a privatization of formerly state run enterprises. They still work together.
As for the vandalism, the purpose of the state is to protect private property. All flock has to do is hand the information of vandals to the state and the state will punish them for destruction of private property.
