Having a 6-lane highway that goes through a pedestrian zone is a good sign that things have gone off the rails and the design of the space is broken. Making people trudge up stairs and cross a huge road is indeed better than mowing them down with pickups, but feels like a hack. 😅

Also the speed limit there might be 45 miles per hour. Crossing 6 lanes of traffic without a light may be impossible even if there is no traffic when you start!

That limitation is the point.
The Peter Principle says that people keep getting promoted as long as they are doing a good job. Once they stop being good, they are stuc, and remain doing a job… poorly. So hierarchical organizations always end up with leadership being mostly shit.
Having a cap which says that enlisted men can never get promoted beyond a certain point means that good enlisted troops are “stuck”, and therefore remain at a job they are good at.


The separation between officers and enlisted is actually a pretty good check against the Peter Principle.
